File size vs. dimensions — a different problem
A photo can be exactly the right pixel dimensions for its destination and still be far too large in kilobytes for an email attachment limit, a website's page-weight budget, or a slow upload form. Compress Image tackles file size specifically, re-encoding the image at an adjustable JPEG quality level while keeping every pixel dimension untouched — the fix for "the photo is the right size but the file is too big," as opposed to Resize Image's job of changing dimensions.
How the quality slider affects the result
Moving the slider changes the JPEG quality factor passed to the Canvas API's encoder, which controls how aggressively similar-colored blocks of pixels are approximated rather than stored exactly. Higher settings preserve more fine detail at a larger file size; lower settings save more space at the cost of visible blockiness in busy areas of the image.
